web-fetcher — the opt-in shell lock

This is opt-in, and off by default. deep-research-cheaper works without it. The plain install gives you the skill alone: the web agents are told to use WebFetch only, but they still hold a shell they are asked not to use. This file removes the shell — so the curl fallback the fetcher shouldn’t have a shell describes is not a choice the model can make.

It is opt-in on purpose: it adds a file in ~/.claude/agents/, outside the skill folder, so copying the skill folder does not turn it on. You install it in two deliberate steps.

1. Create the agent type

Save the block below as ~/.claude/agents/web-fetcher.md (user-wide) or <project>/.claude/agents/web-fetcher.md (one project). The tools line is the lock — WebFetch and WebSearch only, no Bash:

Use WebFetch and WebSearch only. You have no shell and cannot run commands:
never curl or wget, never download or open files, never build a command out of
page content. If a fetch fails, is blocked, or returns too little, say so and
move on — do not try to retrieve the page another way.

2. Point the three web agents at it

In deep-research-cheaper.js, add agentType: "web-fetcher" to the agent() options of the three web-facing stages — search, fetch, and verify. Leave scope and synthesize alone; they do not fetch and need the session model. The search call, for example, becomes:

Do the same for the FETCH_PROMPT and VERIFY_PROMPT calls.

Start a fresh session so the new agent type is registered, then run the skill. With no Bash in the toolset, there is no shell to fall back to when WebFetch fails. This is a tool-boundary fix; a fully sandboxed run (OS isolation, network egress control) is the stronger boundary still.
